MIGRATION AGENCY

Gagik Yeganyan

          Mr.Gagik Yeganyan was born on June 2, 1956 in Arackel village of Hadrut region, Mountainous Karabakh. He is an economist-mathematician. Since 1981 he holds a degree of a candidate of economics.
          In 1981-1983 he lectured at the Yerevan Institute of National Economy. From 1983 to 1990 he worked in the Council of Ministers of the Armenian Soviet Socialist Republic. In 1990-1991 he held the post of a Deputy Minister of the Ministry of Social Security of the Armenian Soviet Socialist Republic, from 1991-1998 he was the first Deputy Minister of the Social Security Ministry of the RA and in 1998-1999 he was promoted to the post of the Minister of the Social Security of the RA.
          Since 1999 Mr. Yeganyan was at the head of the State Department for Migration and Refugees by the Government of Armenia. Currently, he is the head of the Migration Agency of the RA Ministry of Territorial Administration. In April 2006 he was elected as Deputy Chair of the European Committee on Migration of the Council of Europe (CDMG).
          He is married and has two sons.

          The collapse of the USSR and the formation of new states were accompanied by the unprecedented migration movements. In our country this phenomenon has reached to exclusively large volume in view of the complexity of "natural" factors influencing the process, the policy of ethnic cleansing carried out by Azerbaijan and the war unleashed by the latter as well as the devastating earthquake of 1988. During these years about 420 000 saved by a miracle refugees and 72 000 internally displaced persons, left without shelter as a result of bombing of the bordering territories, took refuge in Armenia. About 200 000 victims of a tragic Spitak earthquake were evacuated from Armenia.
          From the first day of its independence the Republic was confronted with a pile of the social problems of more than a million people left without shelter. Later, as the result of socio-economic realities, the mass emigration emerged. According to the different assessments, the number of population left Armenia since 1992 fluctuates from 900 000 to 1 000 000. Large-scale emigration with its negative consequences upon all aspects of the social life made the regulation of this phenomenon the issue of primary importance for the State. Therefore, it was not a mere accident, that the State Department for Migration and Refugees, executive body having mission to deal comprehensively with migration issues, was established in 1999 by the Governmental Decree. The establishment of such a department reflected the attitude of the State to address the problems as regards to population movements and post-conflict groups, which overgrew from "emergent", "antifiring" activities dictated by specific situations into a comprehensive, consistent policy. The policy is aimed at harmonizing to the maximum the interests of the State, separate groups of society and individuals engaged in migration flows with safeguards at place to insure the protection of human rights prescribed under the international documents. In the result of structural reforms within the RA Government in 2005, the Department was included in the RA Ministry of Territorial Administration as Migration Agency. The scope of the Agency’s activities along with the problems of refugees, asylum seekers and internally displaced persons, which are known to the public, involves overseas labour migration, resettlement and various other issues. Emphasizing the issue of keeping population informed about the state policy targeted towards this issue of national significance as well as assessments, observations and proposals of the public on the development and efficient implementation of this policy, dear visitor, I would like to draw Your attention to the website describing the activities of our Agency.
